Globalisation has increased the premium on well-trained, flexible labour forces capable of adjusting to new challenges from competitor markets. Four elements are particularly important: first, establishing a sound platform of basic skills – literacy and numeracy for all; second, a schooling system that gives people the capacity to continue to learn throughout their lives; third, a system of continuous learning that meets the needs of employers and individuals; and fourth, a university system capable of meeting the needs of elite research and graduate learning.
With increased flows of international labour and international investment, governments are also keen to ensure that local labour forces are equipped to gain employment with foreign investors.
